DIXON's PRIVACY POLICY

Automated License Plate Recognition (ALPR) Usage and Privacy Policy

Pursuant to California Civil Code §1798.90.51 et seq.

Introduction

DIXON Resources Unlimited (“DIXON” or “the Company”) provides parking management consulting services that may involve the use of Automated License Plate Recognition (“ALPR”) technology on behalf of its clients. As an ALPR operator under California law, DIXON is committed to collecting and handling ALPR information in a manner that respects individual privacy and civil liberties. This Usage and Privacy Policy (“Policy”) is published in compliance with California Civil Code §1798.90.51 et seq. and governs the collection, use, storage, sharing, and disposal of ALPR information gathered in connection with DIXON’s parking studies and related field services. This Policy is publicly available on DIXON’s website and in writing upon request.

1. Authorized Purposes

DIXON uses ALPR systems solely for the following authorized purposes:

  • Conducting parking occupancy, turnover, and utilization studies for public and private clients.

  • Collecting vehicle presence and movement data within defined study areas to support transportation and parking planning.

  • Generating aggregated datasets for client reporting and recommendations.

  • Verifying parking compliance or enforcement conditions as directed by and on behalf of authorized clients.

2. Authorized Personnel and Training Requirements

Access to ALPR systems and collected data is limited to the following job titles:

  • Project Manager

  • Field Operations Supervisor

  • Field Data Technician

  • Data Analyst

Independent contractors authorized to operate ALPR equipment must complete training prior to deployment. Training covers the authorized purposes for ALPR use, applicable privacy law requirements under California Civil Code §1798.90.51 et seq., and proper equipment operation.

3. System Monitoring

DIXON maintains reasonable security procedures and practices, including operational, administrative, technical, and physical safeguards, to protect ALPR information from unauthorized access, destruction, use, modification, or disclosure.

ALPR systems and data access are monitored by DIXON’s designated Project Manager to ensure the security of information and compliance with applicable privacy laws. Any suspected unauthorized access or misuse is investigated and addressed promptly.

4. Data Sharing, Transfer, and Sale

DIXON does not sell ALPR information to any third party.

ALPR information may be shared or transferred only in the following circumstances:

  • Client Delivery: Data collected on behalf of a client is delivered to that client as a work product of the engagement, limited to the data pertaining to their authorized study.

  • Vendor Access: ALPR data resides in the database systems of DIXON’s LPR technology vendor. Vendor access is governed by a data agreement that restricts use to service delivery only.

  • Legal Compliance: DIXON may disclose ALPR information if required by a valid court order, subpoena, or other legal process.

6. Data Accuracy and Error Correction

DIXON takes reasonable measures to ensure the accuracy of ALPR information. These include equipment testing prior to deployment and post-collection review by data analysis staff to identify and address erroneous or anomalous reads. Identified data errors are corrected prior to client delivery where feasible.

7. Data Retention

ALPR data collected by DIXON is stored within the database systems of DIXON’s LPR technology vendor. Data is retained for the duration of the project engagement and for a reasonable period thereafter as needed to fulfill deliverables and respond to client questions.

Following the conclusion of an engagement, DIXON’s Project Manager reviews whether continued retention of ALPR data serves a legitimate project purpose. If no such purpose remains, DIXON requests deletion of the relevant data from its vendor in accordance with the applicable data agreement. The timing of actual deletion is subject to the vendor’s data management processes and the terms of that agreement.
