Designing an Award-Winning Residential Parking Permit Program

When Costa Mesa faced growing challenges with its Residential Parking Permit Program (RPPP), DIXON was brought in to design a comprehensive solution. The City’s previous program struggled to address the complexities of multi-unit dwellings, commercial spillover, and non-permitted areas.
DIXON conducted on-site assessments, analyzed over 10,000 parking spaces, and engaged residents through surveys and virtual town halls. The resulting Residential Parking Action Plan modernized the RPPP with a license plate-based system and a phased implementation strategy to ensure a smooth transition.
Costa Mesa’s updated RPPP demonstrates DIXON’s ability to deliver innovative, community-focused parking solutions with measurable success.
