The DIXON team—Julie Dixon, Peter MacDonald, Vanessa Solesbee, Ben Verdugo, and Cameron Clark—made a strong impact at IPMI 2025. They reconnected with longtime colleagues, built new relationships, and gained valuable insights into today’s evolving parking and mobility landscape.
This year also marked significant leadership milestones for the team. Julie Dixon was elected to the IPMI Board of Directors, lending her expertise to help guide the organization’s strategic direction. Vanessa Solesbee began her second year as Chair Elect of the Certification Board, leading efforts to advance professional standards and education in parking management. She will also be joining IPMI's Legislative & Policy Cohort this fall.
From Streets to Strategies: Using LPR Data to Inform Urban Parking Policy
Cameron Clark and Raynell Cooper (formerly Transportation Planner at SFMTA) presented on how License Plate Recognition (LPR) data is transforming San Francisco’s parking programs. The session spotlighted San Francisco’s innovative curbside model, where LPR supports the new Pay-or-Permit program. They showcased how LPR enables dynamic pricing and enhances curb management across complex urban environments.
The Politics of Parking: What Works, What Doesn’t, What’s Next
Ben Verdugo and Vanessa Solesbee, Principal Planners at DIXON, joined Captain Nick Nicholas (Seal Beach PD) and Jon Hamblen (City of Pasadena) for a panel exploring the influence of legislative frameworks, enforcement policies, and stakeholder dynamics on parking systems and their outcomes.
